The Gillette Abuse Refuge Foundation (GARF) provides services to those affected by domestic violence and sexual assault in Campbell County. Services include: a 24-hour hotline, emergency shelter, food, clothing, victim advocacy, support groups, counseling, help with protection orders, life skills programs, and more.

Offers free and confidential services for victims of domestic violence, sexual assault, and stalking. The services include: a 24-hour hotline, crisis intervention, emergency shelter for victims with their pets, help with transitional and permanent housing, accompaniment to court hearings and medical appointments, individual and group counseling, emergency financial assistance, emergency transportation and clothing, and referrals to other programs. Carbon County COVE does not have a website (as of May 2026) but they do have a Facebook page with more information: https://www.facebook.com/CarbonCountyCOVE/.
