A lives out of state - will sheriff in that state serve an RO from V's state

I don’t know what the specific laws in [A’s state] say about service of foreign orders (as out-of-state orders are known) but I don’t see why they wouldn’t be willing to serve it - however, they may charge a fee. I would suggest calling the sheriff’s office in [A’s state] to explain the situation and ask that they serve the order. They would need the originals to do it so perhaps you can send it via certified mail, return receipt to an officer there and be sure to give the affidavit of service and arrange for the officer who you talk to to fill it out and return it to you. If the sheriff’s office won’t do it with your phone call, perhaps you can go up the chain of command or even ask your local [V’s state] law enforcement to call the [A’s state] law enforcement to ask - maybe they would be more likely to do it if “one of their own asked.” If you still can’t get them to do it, you can always look into hiring a process server in [A’s state] that the client can pay to serve it. Again, the key point is always going to be getting the completed affidavit of service filled out and make sure your client files it in court according to the court rules.
