One person can make an offer to “buy out” the other person and negotiate an amount that would be handed over once the title is signed over. Or perhaps one person can threaten to sue the other person for reimbursement for payments if that person has failed to make any payments on the car (if there is a car loan) and that may motivate them to give up title to the car. If there is a lawsuit filed for reimbursement of payments, it’s possible that as part of a settlement of the case, the plaintiff may drop their claim for repayments if the defendant signs over the title.
