In general, a person can appeal a decision if s/he thinks the judge made an error of law when issuing an order or after a trial/hearing on a matter. Sometimes, if the person loses his/her an appeal, s/he can go up to a higher appeals court and ask that court to re-evaluate the appeal. Often times, depending on the court, the judges on the higher court may have to first agree to accept the appeal.
